Date: Mon, 24 Jun 2002 20:55:03 -0400 (EDT) From: Louis Epstein Subject: WTC Comments and Deadline and Hearing and Meeting [a few newly found addresses this time also. If you don't want my emails regarding the efforts to have the World Trade Center rebuilt at least full sized, say so and I'll remove you immediately.] I am sending the comments I mailed to the Whitehead clique today as an attached HTML file.If you have any trouble reading them, and want to read them, let me know. This was a more long-winded effort of mine, can't say it was one of my best. I tried to address mainly the technical issues rather than the philosophical, didn't always succeed. Also, only after I had written it did I discover the particular document that it should have addressed more closely...this is because the Whitehead clique have managed to make their process rather hard to understand. The deadline for comments on the Phase I Request For Proposals is June 26th...at this time there's just about no alternative to email: ==> renewnyc@empire.state.ny.us <== Their main website, http://www.renewnyc.com/index.html has RFPs shown on it that have nothing to do with the site planning...mainly environmental consulting. Only if one follows the link to "other recent RFPs" does one find the one for Urban Planning: http://205.232.252.72/Content/SiteRedevelopmentRFP.pdf (another one of the files that requires Adobe Acrobat to read). This is for a contract that has already been let, to Beyer Blinder Belle...and which requires Phase I submissions of six options by July 1st,a week from today. So why are they taking comments on it through Wednesday? (If you haven't sent any yet, please read the document and send recommendations that it be redefined to more closely require restoration of the lost Towers to the email address above!) Regardless,my submissions can be taken as an appeal to focus the scope of the planners' commission more appropriately, and the future comment periods and hearings can be used to continue to press home this message. The Phase I submissions will be the main agenda for the July 20th (and 22nd) Listening to the City event(and overflow event),and of the early-August hearing...comments on Phase I will be accepted through August 19th. The WPIX "scoop" indicated that some of the Phase I options will be somewhat in the direction we want,we need to nudge them further in the right direction and make sure at least one of those options survives the September 1st cull to three options. Phase II will have two hearings and a public comment period ending at the end of October. The NIST hearing in New York this morning on the collapse of the Towers made the Times of London for June 25,already on the Web at http://www.timesonline.co.uk/article/0,,3-337120,00.html for the article in particular.I haven't seen any other reports. Likewise I have heard nothing yet from today's Civic Alliance meeting, its minutes should be on their website before long. I'll pass on news that I get and hope you're able to keep active in the cause and let me know of developments that come to your attention. -=-=- The World Trade Center towers MUST rise again, at least as tall as before...or terror has triumphed.
